<b>“Don’t Be Afraid” revolves around an appalling marine life disaster that took place along the coast of central Vietnam, commonly referred to as the Formosa disaster, whose aftermaths are still affecting millions of lives. </b><br />

In March 16, 2019 Green Trees organization officially released a documentary called Don't Afraid - this is the first film about the civil society movement in Vietnam. Through the terrible environmental disaster along the central coast of Vietnam with the name Formosa, The film redraws a picture of the democracy movement movement from 2006 up to now. Highlight the role of civil society in life.<br />

From 2006 until now, there have been hundreds of protesters, activists, fighting for sovereignty over the islands and human rights and the right to operate of civil society organizations in Vietnam. beating, fishing, imprisoning. However, that still does not make the fighters falter. The Formosa event was a great boost to the democracy movement in Vietnam. Those who aspire to democracy have officially overcome their fears, stand up and exercise their rights. Whatever position in society, they still find themselves in need of standing up together for justice, for the truth.<br />

<b>Our goals with the film</b><br />
1. To provide the Vietnamese and international public with an insight into the Formosa disaster, including its causes and consequences, and the compensation policy thereafter. To keep the next generation informed of a terrible environmental disaster that creates a gloomy chapter in the nation’s history book; <br />

<br />
2. To make a sketch of the democratization process in Vietnam from 2006 up to the present, so that the great self-sacrifice by passionate people would be known and their families’ pain eased. It was those people who paid a high price with their blood, liberty, even life, for Vietnam’s democracy. <br />
<br />
<br />
3. To raise public awareness about the role of civil society. To encourage individuals and groups to overcome fear and build a strong civil society sector together, empowering people for a strong democracy in the future; <br />

4. To seek support from international organizations in protecting the environment and human rights, building capacity for civil society to attain sustainable development in Vietnam. </div>

Relying on the lax elements of environmental law and taking advantage of the money-changers, in which Formosa has a 70-year-old roots, it has decided to expand its operation to Vietnam. Formosa caused a catastrophe in Vietnam, the economy of the country was plagued by a massive loss of marine revenue and the unemployment of millions of people. The Vietnamese people are once again shocked to hear that Formosa built the embankments to encroach the slag produced by it's steel plantation amounting to tens of millions of tons. </div>

Again, their promises are no different from Taiwan: "This slag deposit is based on the technology that has been successfully used in the world, ensuring zero pollution to the sea environment. This beach encroachment is constructed with concrete dams and surrounding water filters, and rain water can not be drained through the sluice dike to a height of over 6 meters."</div>

Mr Hoang Van Thuc, Deputy Director General of the Environment Division of the Ministry of Natural Resources and Environment, said: "I wish that the public would have a more generous view of Formosa and would believe in the responsibility of the authorities within the company. In the case of Formosa, there is a lot of garbage, so much waste and ordinary waste to be checked and inspected to prevent any further violations." </div>

The sea is an integral part of human life, all around the world, NGOs are racing to come up with solutions that seek to clean the sea or preserve rare marine species. In Vietnam, the people are still trying to cope with the incident caused by Formosa, and now more information about the 1.5 million m3 of mud licensed by the Ministry of Natural Resources and Environment Into the sea Tuy Phong are adding to the people's concerns. </div>

The sea is also the source of the lives of tens of millions of fishermen. Not to mention the marine economic strategy of the Communist Party of Vietnam determined that by 2020, the marine economy will contribute more than 50% of GDP in the country. The coastline of Vietnam is 3,260 km, ranks 32nd out of 156 coastal countries. The coastal length is only medium, but in return Vietnam has many beautiful beaches which can stand shoulder to shoulder with the rest of the world. For many reasons, but especially because of poverty, the Vietnamese sea was abused. For now, the sea is a waste dump of boats and coastal residents, silently aching, from year to year. Recently, the sea was in pain and many people called it the "dead sea" because of the industrial waste being dumped into it. The dump not only contained conventional waste, which is easy to disintegrate, but as well as all toxic chemicals which destroy the environment. The death of the sea, it's sea creatures, and human life extinction, are some of the conceived as probable consequences. </div>

In September 2016, I had the opportunity to travel to Taiwan and my curiosity to learn about the Formosa plant inspired me to study more about it. Strangely, "Formosa," which means "beautiful", has become a symbol of death. Formosa in Taiwan pollutes in Taichung, during more than 20 years of existence it completely disappeared the river Tac Thuy by absorbing it's water to cool the factory. Where people used to catch fish and make their living , now is only a long grassland. Due to rising deaths from cancer, many villages in Taichung are now abandoned. </div>

After the newly formed Taiwanese government, which is in Formosa's manipulative hands, could not cover it up, Formosa was forced to compensate $ 650 per person per month for it's tens of thousands of polluted residents. Still not abandoning it's ambition and being unable to expand to Kaohsiung as the company expected, (because the Taiwanese government vehemently opposed it) Formosa extended like an octopus into Ha Tinh, Vietnam. </div>

Ha Tinh sea and it's surrounding area, according to many experts, will cause the whole ecosystem of the central sea area to be severely damaged. In the next few years it may be restored. According to a brief report of Dan Viet and Saigon Giai Phong, the coral reefs in the waters of Quang Binh were completely destroyed. There is no scientific guarantee that the sea and it's marine life is safe for consumption, except for the unfounded statements made by some leaders such as Truong Hoa Binh and Mai Tien Dung. </div>

Visitors to most of the tourist destinations in Vietnam are no longer Western tourists but local ones. They questioned those who allowed Formosa to discharge waste materials because the government turned a blind eye in ensuring whether the waste materials were toxic or not. Why not invite an independent agency on international environment to ensure impartiality and accuracy? Why do big environmental organizations such as Green Peace want to operate in Vietnam but is having a hard time to do so because of unwelcoming conditions in licensing? </div>

Those who love the sea are still suffering the pain caused by Formosa last year, but this new issue added a stab in the heart caused by Vinh Tan in Tuy Phong, Binh Thuan. The Ministry of Natural Resources and Environment allowed to pour 1.5 million cubic meters of sludge into the sea of Tuy Phong, near Hon Cau marine life reserve. Again, the government is meticulous in using a more appealing word "material" rather than sludge. If so, why do we need to dump the "material" into the sea? If they are truly harmless, we can dispose them to other islands instead. Hon Cau island, also known as Cu Lao Cau, is only 10 km from the coast, one of the 16 marine reserves of Vietnam. This island is uninhabited and one of the most beautiful waters of Vietnam. The "materials" can be caught by hand with rudimentary equipment. </div>

Remember, the new Vinh Tan 1 is only the first factory, but it has already poured 1.5 million cubic meters of sludge into the sea. It not only destroys the environment, but also changes ecosystems and trans-shipping lanes. Vinh Tan has four factories, three of which are Chinese general contractors and one factory. Previously, although not operated, Vinh Tan has been protested by fishermen in Tuy Phong many times because the slag contaminated the living environment. The sludge discharged ashore was horrible and could not processed as it fell into the sea. The sea was dying and the people were rising up. Instead of coal-fired thermal power, why not wind power or solar power which is the strength of the land. </div>

<span style="background-color: #cccccc;">People sense that the Ministry of Natural Resources and Environment, being the governing body of Vietnam's living environment, is doing the opposite of its function. The department's disciplinary imposition in the Formosan case are not sufficiently upheld. If all the people in the whole country agree on the proposal of the Prime Minister to stop the Vinh Tan coal power plant and the dumping of toxic waste into the sea, then surely we will save the sea successfully. True scientists and those who love the sea come together to voice their concerns to stop the destruction of the environment. Damage to money can be offset but the offsetting of our natural habitat is not possible. We must not be late,we must do our best for the human conscience.</span></div>

After burning 4-5% of the U-235 isotope, a small fraction of U-238 is metabolized, the fuel rod after use has more than 90% U-238, the rest are fission products. </div>

All of them remain in the fuel rod, which is brought out and put into the reservoir for 2-3 years before it is transported to storage. Once removed from the reactor, two radioactive layers, including the "circulation loop" and the "storage house" have been lost, so that the fuel is still counted as an anti-radiation layer. What is a fission product? In the thousands of fuel rods disposed, are there no bars leaking? </div>

The answers to these questions are only probability-related. The radiation level of the spent fuel rod is several times higher than that of the new fuel rod, which proves that fission products are radioactive (also partially stable). The earthquake and tsunami disaster that occurred in March 2011 damaged the reactor cooling system at the Fukushima 1 nuclear power plant. Tokyo Electric Power Company pumped seawater into it's cooling system, this resulted to the reactors,storing contaminated water into the plant. Nearly 800,000 tons of contaminated water is stored in more than 1,000 basins at the Fukushima plant, which has no treatment plans.</div>

<br />According to Kyodo news agency, in one hour, a puddle of radiation capable of radiating up to 100 millisieverts. "100 millisieverts per hour is equivalent to a high level of radiation in which direct exposure to the workers in the nuclear industry, would make them suffer for five years," said Masayuki Ono, chief executive of TEPCO. </div>

<b><i>Effects of radiation on animals and plants </i></b></div>
<div>
The impact of atomic radiation is not only harmful to humans, but also affects plants and animals. In one study, zoologists examined 61 monkeys living about 70 km away from the site of the radioactive leak and 31 monkeys living on the Shimokita Peninsula about 400 km away. The results showed that the monkeys in the first location were found to be positive for Caesium (a chemical element in the periodic table with the symbol Cs), concentration in the soil and at their lips. </div>

Japanese monkeys have a habit of bathing in hot springs, eating tree tops and bark where Caesium can accumulate at high concentrations during winter. Blood abnormalities can make them susceptible to infectious diseases. The monkeys living in areas affected by radiation from the Fukushima nuclear power plant have a high number of red blood cells and white blood cells with marked hemoglobin (hemoglobin) levels. This study was conducted for monkeys, however its results will put a strong pressure on Tokyo Electric Power Company. <br /><br />Earlier this year, a fish was caught carrying 2.58 times as much radioactive Caesium as possible for any seafood in the bay near the main Fukukshima plant. Another report also found that, until now, the amount of radiation absorbed by fish caught off the coast of Fukushima has not decreased. <br /><br />A Korean website also posted a series of pictures of dehydrated fruits and vegetables with the comment that they were the product of the Fukushima disaster. </div>

<b>1. Slow process of compensation, met with many objections of people </b></div>

On June 30 2016, the government announced that it would receive $ 500 million in compensation from Formosa to pay for its residents in August. By September last year, the government said it would complete the compensation in October. This promise was moved to June 2017. On 11/10/2016, the Ministry of Finance said it had transferred 300 million USD to compensate the local people. On 8/2/2017, the Ministry of Finance forwarded 168 billion VND to the second phase. Total spent 4680 billion VND out of 11.5 billion VND received from Formosa. </div>

After the catastrophe that took place in April, the government received compensation money by June, but when 29/09/2016 came, the compensation was not released to the people. However, many are missing out on the real damage. By March 9, 1977, only one of the subjects was added to the Prime Minister's Decision No. 309. The mainstream media reported that people are excited and agreed with the government's compensation decision. But in fact, almost all locals have complaints because they think the compensation process is too slow and unfair. A handful of online articles were posted but shortly thereafter was deleted from the homepage. There is an underlying directive on limiting negative news about this process. </div>

In Ha Tinh, the authorities have reported to release more than VND1 trillion in compensation to the people, but in the communal, district, and provincial administrative agencies people are demanding money every day. Dang Quoc Khanh's home, Chairman of the provincial People's Committee and Dang Ngoc Son, vice chairman, were frequently complained of by the residents. The complaint status is still central when Dang Ngoc Son has to travel to Hanoi several times to negotiate the proposal. Why do I have so much land?" When they started production, they discharged their wastewater into the Ha Tinh sea, causing a catastrophe spreading over 200 km of Trung Viet coast a year ago. Formosa Company has accepted the mistake and agreed with the Vietnamese government to compensate 500 million USD, although experts assess damage can be a hundred times higher.<br /><br />So far, the marine environment has not recuperated, the sea produce is still unsafe, and the complaints of the people are not being tried by the court. After the sea environment disaster last year, residents expect the government and Formosa to review their entire operation process and plant design to ensure that the outdated plant pollution is under control in every situation. But neither Formosa nor the authorities have the capacity, expertise, and sense of responsibility to anticipate and deal with this polluted factory. Only one day after the solemn commencement of the operation, a fire broke out and the explosion can be heard from three kilometers away.<br /><br />The work did not stop there, as the authorities investigated and concluded that the dust filter in the lime kiln was ruptured, and the lime kiln was abnormal. This explanation is completely non-scientific and offers an inadequate shield.<br /><br />The image above shows the place where the fire broke out but there was no trace of smoke and burning dust sticking to it. Lime is not combustible, lime dust is not included in the dust list. The image of smoke rising from the flames of the factory is the evidence of the burning reaction of high-heat fuel. Thus, lime kilns are not the only suspect; Fuel injections, human error, or design or contractor mistakes.<br /><br />The lime-fire extinguishing hypothesis is antithetical to reject, the coal dust hypothesis is most reliable because the cooking process requires both lime and coal at the plant. Indeed, coal is highly combustible. If the coal dust is absorbed into the lime dust filter system when the coal concentration is 60 g / m3 and the ignition sources reach the temperature at 540 C, it will be plausible for it to explode.<br /><br />The second reliable hypothesis is that when power supply systems in the plant are have not met safety standards. If flammable gas is used with a normal electrical appliance, it will ignite and cause a fire.<br /><br /><b>Is Formosa's Environmental problems solvable? Not for the following reasons:</b><br /><br />1. The price for additional environmentally sound investment is no longer economically viable. Currently, the world steel market only produces half of the steel plants' full capacity. No investor would spend hundreds of millions more to protect the environment.<br /><br />2. Lack of technical skill and know how. Due to the lack of professional and formal knowledge of Formosa, the government cannot afford to anticipate and solve its complex technical problems.<br /><br />3. Vietnam's Judicial system is not an independent arm of the government so it can not make a stand alone decision between the government and enterprises. That's why negotiating with the government is the quickest, easiest, and least costly solution for a business like the $ 500 million deal last year.<br /><br />4. There is still a strong bond and belief between China and Vietnam due to the "16 Golden Words" which binds the 2 countries into a covenant.<br /><br />Household guests will not throw their garbage inside a house unless they have been invited to bring those garbage in. At the seminar on air pollution held in the evening of June 5-6 2016, most experts said that the air pollution in the capital city of Hanoi was alarming. In the first quarter of 2017, the dust PM2.5 was 54.6 μg / m3, the number of days exceeded the Vietnamese standard of 37 days (compared to 78 days in the WHO).<br /><br />Prof. Nghiem Trung Dung (Hanoi National University) said that with a large urban area like Hanoi, traffic emissions contribute the highest pollution, besides other factors such as industrial production, construction, and straw burning.<br /><br />Along with the urbanization process, the amount of personal transportation is increasing rapidly, creating a large amount of emissions. This explains why during peak hours, the concentration of pollution increased suddenly. Currently, Hanoi has nearly 6 million motorbikes, of which 2.5 million vehicles have expired since 2000. These motorbikes still exhausts smoke daily which pollute the environment.<br /><br />Besides the sources of internal pollution, Dung also noted the distant sources, moving to Hanoi through wind direction. "In the winter, according to the Northeast monsoon, dust from the north can move down the capital to increase pollution levels. Not to mention, in the North there are nearly 20 coal-fired power plants in operation. Most of these plants have only dust treatment equipment, some are capable of SO2 treatment, no factories have NOx treatment equipment." added GS Dung.<br /><br />By the same token, Khanh said coal-fired power plants contribute to the increase in air pollution in Hanoi. 2. There has been no survey, consultation, or survey of people in the affected area (especially in places where trees will be cut). Fortunately, and we also note, the press has been well aware about the situation and had timely reported the plan to cut more than 1000 trees.<br />
3. No civil society organization is consulted during project implementation, let alone participate in independent review.<br />
4. The PMU affirmed that the removal and cutting of trees is compulsory.<br />

2. <i>URBAN DEVELOPMENT SHOULD PRIORITIZE THE PROTECTION OF THE ENVIRONMENT</i></div>

<i><br /></i>Cutting down more than 1,000 trees is unacceptable in all urban construction and development projects around the world. We would like to emphasize: Sustainable development is the development to meet the needs of the present generation WITHOUT JEOPARDIZING posterity.<br />

To achieve this, all socio-economic sectors, authorities, social organizations, etc., must work together to reconcile the three main areas: society -economy - environment.<br />
For sustainable development, the environment must be protected from harm. There can not be any reason to justify cutting down hundreds or thousands of trees.<br />
In the context of Vietnam in general and Hanoi in particular: The people of Vietnam and Hanoi are all affected by climate change. In addition, the people of the capital are suffering from poor urbanization, air pollution caused by smoke and dust from construction sites. The cities are severely lacking trees.<br />
We don't need to hypothesize this effects to the future generations, even this current generation is suffering from environmental pollution and environmental degradation in the name of "development."<br />

3. <i>THE BEST SOLUTION IS TO NOT CUT DOWN TREES</i></div>

<i><br /></i>Green Trees is convinced that if all urban planning and development projects are consulted with a broad spectrum of people and civil society, transparency and democratization, then every problem is resolved.<br />
We would also like to propose the following solution to protect more than 1,300 trees of Pham Van Dong Street:<br />
- Situation at this time: Pham Van Dong Street for vehicles moving together. The two sides of the road is the tree line that the project management is demanding to cut down.<br />
- The extension line of the current road extends to both sides, and two rows of trees will then become the middle of the extension. (Therefore, the project management will tighten).<br />
- Suggestion: Keep the current road intact only for motorized vehicles. The road section could be extended to both sides for rudimentary vehicles. (See picture).<br />
This option has the advantages of lane segmentation, ensuring the safety of commuters; while retaining both rows of trees.<br />
This is only a proposal from Green Trees, and again, we reiterate: We are convinced that if all urban planning and development projects involve extensive consultations with civil society organizations, while being transparent and democratic, there is always a solution to every problem. There will be many more reasonable and better proposals to both develop and protect the environment for all of us.<br />

<i>We ask the project management board and related parties to:</i></div>

- Provide a full detailed, concrete, and viable plan of action to preserve the trees. If cutting down trees is the final option, there should be proof beyond reasonable doubt.<br />
- Consider the proposal from Green Trees;<br />
- Note the preparation and publication of the Environmental Impact Assessment Report<br />
- Provide consultation with people and civil society organizations during project implementation.<br />
- Immediately abolish the plan to cut and remove trees on Pham Van Dong Street in the proposal.</div>

Vietnam produces more than 40 million tons of paddy annually which is almost the same quantity in Rice Production (44.7 million tons, statistics). <br />
<br />
The amount of rice husk is about 20% from the rest of the grain, so there is approximately 9 million tons of rice husk waste per year, which is huge and could otherwise pollute the environment.<br />
<br />
In fact, husk is a waste that is difficult to recycle, it is also a hardly combustible material that is difficult to rot in the environment. Traditionally, in our country, rice husk has been used as a direct fuel. In recent years, rice husks are processed into firewood and pressed boards for construction and interior decoration. But the amount of rice husk used for these purposes only accounts for a very small proportion of the large amount of rice husk released annually to the environment.<br />
<br />
There are projects developing rice husks into fuel of thermal power plants but it is considered not feasible due to its economic value. Cattle are also calculated for biomass kilns, but in the Mekong River Delta where the industry is underdeveloped, the biomass does not consume much, so it does not seem to work. On the other hand, the wastes of the above processes are rice husk ash, which is not used for anything, and it is impossible to purify the silica from this ash because of the low content of silicon oxide (SiO2), so investment in this technology is not effective.<br />
<br />
According to the results of the analysis of the scientists in the rice husk contains a SiO2 ratio of about 15-17%. If the rice husk was cooked in natural conditions as mentioned above, the ash yielded also had a low SiO2 content. If the silica was refined from these ash, the results will be very low.Therefore, the world scientists invented the method of pyrolysis of burning rice husks in special furnaces at specific temperatures to obtain high-SiO2 rice husk ash containing up to 90%.<br />
<br />
This article will further explain the application of pyrolysis technology to produce high efficiency SiO2. Silicon oxide obtained from rice husks is usually in the amorphous form (powder form), having a particle size of a few microns (μm) with a porosity of 0.0045 μm particles. The huge surface reaches 321 m2 / 1g. It is because of the above characteristics that silicon oxide is very active.<br />

Due to the widespread use of such silicon oxide, the demand for silicon oxide in the world market is growing at an annual rate of 1.5 million tons per annum. Russia alone needs 15,000 tons per year and by 2020 the demand will reach 26,000 tons. In particular, the growing trend of clean energy in the world is increasing, the demand for solar energy becomes more and more urgent, which increases the demand for silicon.<br />

For example, in 2016 the demand for refined silicon increased more than 2010 by 100,000 tonnes to 350,000 tonnes. The demand for solar energy growth will increase sharply in the coming years. In today's world, many countries do not have the resources of quartz sand and wet rice farming, but the demand for economic, industrial and scientific development is high.From its Eastern Region, Russia's closest Far Eastern region is Vietnam, which imports 2,500 tons of SiO2 each year, and increasing demand each year.<br />

Russia almost imports 90% of its silicon oxide, a few years ago they imported from Brazil, in recent years they imported from India and China.<br />
<br />
Brief on technology solutions<br />
<br />
As mentioned above, the aim of the technology is to specialize in rice husk heat technology that produces two types of products:<br />
<br />
Product 1: High-grade silicon oxide from pyrolysis ash.<br />
<br />
Product 2: Heat.<br />
<br />
This unique technological solution developed by Russian scientists, unlike traditional rice husk-burning technology, is a traditional burning technology which includes building materials. In the new technology, ash husk ash is used as the main raw material for the production process. The waste gas is converted into heat, so no hazardous waste is discharged into the environment. The obtained silicon oxide has a purity of over 90%, which can reach to 99.99%.<br />
<br />
Normally burning of hulls under natural air conditions only yields low-oxide silage hulls. In this technology, the husk is burned in a pyrolysis furnace with controlled temperature control as programmed by the manufacturer. Chaff input materials have an average humidity of 10%, which may be higher but not more than 25%. It is not necessary to dry the husk before putting it in the oven. The boiler has an automatic control system programmed by the operator of the machine first. For example, it can control the furnace to have a 5oC / min, 10oC / min, 15oC / min speed.<br />
<br />
There is also a braking mode at a certain temperature of 30 minutes or 60 minutes. The furnace system can regulate the automatic valve opening and closing to allow air into more or less depending on the mode required by the technology that the controller desires. This advanced furnace system is very fuel efficient and safe.<br />
<br />
The technology of treating and recycling rice husk into valuable SiO2 and useful heat has been studied, designed, and manufactured into a highly efficient production line in Russia. This technology line not only recycles rice husks into silica but also manages the processing of rice straw into the same field as silica oxide.<br />

Implementing this technology in Vietnam will be a valuable contribution to the policy of the Government to develop industrial synchronization in agriculture in order to bring into play the potential of agriculture, contribute to the modernization of agriculture, develop the rural economy, and solve social security.<br />

<br /><br />The petition filed to Formosa by the affected residence of Quynh Luu was hindered by the authorities, instead of successfully sending the petition, they received batons, punches, and brutal feuds from the communist regime. In the afternoon after lunch break, I sat next to Father Nguyen Dinh Thuc on the side of Yen Ly church where the delegation halted. I gave Father Le Cong Dinh an article on the lawsuit that day. Dinh also talked about Gandhi's salt journey and compared Gandhi to the priest. Father Dinh laughed and said, "So, Father Thuc is going to be a celebrity!" I told Father Dinh, "Maybe that's Father Thuc's mission." He told me: "Make sure everyone is born with a mission."<br /><br />And bigger than any nation is the fact that every ethnic group is born with a certain mission. And more importantly, they have to carry out their mission. History reveals that this small country is located beside a bigger nation, often wanting to take over it. Father Thuc's generation had completed their mission. Our mission now is to endure a cruel, unfair and abusive regime. A group of heads of state who always put the interests of certain individuals and of their parties over the interests of the country and its people. Because of their brotherhood, they were willing to give up the lives of fishermen clinging to their native islands. Because of the 16 golden words, they chewed off the textbook invasion of the enemy and killed six thousand lives of their compatriots. For the sake of their benefit, they have left hundreds of thousands of fishermen dead in a dead sea, and of the future of its generation.<br /><br />So perhaps, this is our mission. To carry out that mission or not, is the choice of this nation; Or we could die like weeds.<br />

"As lowlanders, we have been suing for many years, but serious environmental pollution that has had an impact on our health and economic well-being has not been resolved. This is a call to the people, as well as the authorities, to help clean the environment for our neighborhood.<br />

Pham Van Vu's food stall in Nghia Huan hamlet, My Thanh commune, Giong Trom district, Ben Tre province has polluted the air for many years due to dust from rubber wood and firewood. Black water drowns the canals of our farmers. Its machinery runs from 2am until 3pm the following day which causes afflictions for people and immense economic losses.<br />

The story here is that processing penalties are too light, while polluting facilities are too large. When fines are finalized, the problem remains. The People's Committee of Ben Tre province was not successful in taking this case forward and our people need a solution.<br />

Excessive allowance for water pollution of up to 10 times more than the allowed amount to be discharged directly into our canal, the excessive amount of toxic smoke from the firewood and the firewood discharged by a 2-ton firewood boiler results to tens of millions, is nothing compared to the production of more than 20 tons of food (noodles, cakes, noodles etc), is it not?<br />

Between 2016 and 2030, Vietnam will have 80 * thermal power plants, with a total capacity of 45,895 Mega Watts.<br />

Vung Ang alone will have nine plants, with a total capacity of 4,100 MW.<br />

It is well known that thermo-electricity, particularly the coal-fired thermo-electricity is harmful to the air, water, and land environment of a country. That is why most countries nowadays are reducing the number of thermal power plants and increasing the number of renewable power plants is in their long term plan.<br />
<br />
So, what about Vietnam? What do we plan for our own future?<br />
<br />
On March 18, 2016, Prime Minister Nguyen Tan Dung signed the revised national power development planning for the period 2011-2020, considering 2030 (referred to as power plan 7). Accordingly, the country will have 80 more thermal power plants with a total capacity of 45,895 MW from 2016 to 2030, accounting for 48% of the approved 96,062 MW of generating capacity. By 2030, total renewable energy (including small hydro power, solar power, wind power, etc.) is only 25,727 MW, accounting for 27% of total generating capacity. Thus, in the national long-term planning up to 2030, 73% of the nation's energy supply will come from thermal and other non-renewable sources.<br />
<br />
Especially, in Vung Ang area, there will be 9 more plants coming into operation starting from 2016 (not including factories that have been operating since 2015 or earlier).<br />
<br />
This is a terrible plan for Vietnam's environment, with an average of 5.33 * thermal power plants being built each year.<br />
<br />
For you to imagine this scenario, compared with the largest Vung Ang 1 thermal power plant in Vietnam with a capacity of 1,200MW, from 2016 to 2030 we will have more than 38 Vung Ang 1 thermo fired power plant all over the country.<br />

A terrible number with our living environment, and our future!<br />

2016 is a year of many environmental incidents, including serious discharge of marine pollutants in the four central provinces of Ha Tinh Formosa Hung Nghiep Co., Ltd. The current sting is rooted in the fact that, over the long term, we deal with a lack of respect for the environment, sometimes even in places that squeeze the environment to serve the purpose of escape. Poor and "burned" stage of economic growth. So, it can be said that we have not avoided the "tipping point" of paying the environmental costs for industrialization in many countries such as Japan, Korea and recently China.<br />
<br />
This shows that natural resources, when exploited, can be unsustainable, and also ineffective. Minerals that are mined for export without control, thus causing environmental degradation in mining areas. Land intensification increased productivity, color by the use of chemical fertilizers, and pesticides improperly. Natural forests are heavily exploited and mangroves are destroyed for aquaculture, thus reducing 67% of their area compared to 1943. The massive and small-scale hydro power development has caused many of these situations: Deforestation, depletion of resources, disruption of ecosystems, flood and waste discharges, and over flooding of bodies of water. Also, the fishery resources are reduced due to over fishing and irresponsible fishing methods.<br />
<br />
The environment in many areas is severely polluted due to the large amount of waste that can and should've been recovered. A report on the current state of the environment in 2011-2015 reveals that the air environment in large cities is polluted by dust, and that the number of vehicles increases rapidly while the infrastructure and industrialization try to keep with the demand of the modern world.are not met. The rate of domestic wastewater treated is only about 10%; these come from lakes, ponds and canals in urban areas where waste water is heavily polluted. After more than 20 years of implementation of the Law on Environmental Protection, we only have about 25% of the total 283 industrial zones complying to this law, while 95% of the nearly 900 industrial clusters have no wastewater treatment system and about 60% of rural solid waste is not collected and treated. Environmental pollution in small manufacturing villages, mining areas, thermal power plants, and cement and steel factories (to name a few), has not been prevented.<br />
<br />
Meanwhile, climate change (CC) is developing and has become more complicated, unpredictable and has increased its effect to our world. We are witnessing the rise of extreme weather events, with more intense, more unpredictable storms occurring. Floods due to heavy rainfall in Central Vietnam; Severe droughts in the Central Highlands, South Central Coast and especially in the Cuu Long River Delta in 2016 have caused severe damage to the country and its people. It can be said that nature is angry and is taking action to respond to the negative impact of human's abuse on the natural environment, requiring people to wake up and take corrective actions for their own mistakes. <br />
<br />
<b>Choose effective management:</b><br />
<br />
In the context of facing many challenges of resource degradation, environmental pollution and climate change, in September 2015, the United Nations officially passed and called for the implementation of the 2030 agenda with 17 objectives On sustainable development. These targets emphasize environmental protection and preservation, so that, by 2030, countries should strive to achieve "decoupling" between economic growth and environmental degradation. In addition, 2015 will also see the attainment of the Paris Climate Change Agreement, with a historic commitment to cut carbon emissions, aiming to keep Earth temperatures from rising CO2 (Carbon Dioxide) by the end of the 21st century.<br />
<br />
National strategies for sustainable development, environmental protection, climate change, green growth have been issued, emphasizing that development must be in harmony with nature, while respecting the laws of nature and influencing everybody to be environmentally friendly. This will allow us to gradually move to green growth, low and carbon development. The goal is to curb rising levels by 2020, and by 2030, we must prevent or reverse the tendency to increase pollution and deplete environmental resources. On the other hand, Vietnam has also pledged to cut its greenhouse gas emissions by 8% compared to the normal development scenario of 2030 to join hands with the international community in responding to climate change.<br />
<br />
Priority in environmental protection today is to further promote the prevention and control of environmental pollutants by not allowing new pollutants to be generated, while reducing the sources of pollution. We must carry out accumulation of national exhaust sources and conduct close monitoring of its facilities.<br />

A report by the United Nations Environment Program (UNEP) confirms that the new green economy model will help to alleviate chronic poverty in many countries, while minimizing human trafficking and building natural ecosystems.<br />

<b>Building green economy in Vietnam:</b><br />
UNEP launched a new economic strategy to secure a stable future for the Earth and called for 2% of global GDP, equivalent to $ 1,300 billion per year, to 10 key sectors. <br />
<br />
In one report, UNEP emphasized that the world needed $ 350 billion each year for energy, $ 200 billion for transport, $ 100 billion for water and waste management and $ 134 billion for construction and travel.<br />
<br />
UNEP estimates that investing 1.25% of global GDP in energy efficiency and renewable energy will reduce 9% of global energy demand by 2020 and 40% by 2050.<br />
